Rates of Pay and Conditions of Service 2016 – Carillion (Arriva Rail North Contract)

The implementation date of the proposed award is 1st September 2016.

 

The current anniversary date is 1st April 2016, Carillion have stipulated due to the significant changes and benefits, such as Living Wage Foundation minimum rate of pay for Cleaners, Introduction of Sick Pay Scheme they are not prepared to offer the below with an anniversary date of 1st April.

 

The offer is based on the implementation date being 1st September 2016 with future pay awards being 1st September.

 

 

Cleaning Grades: (Carillion B and H).

 

The cleaning grades are proposed to be consolidated into two grades of Static Cleaner and Mobile Cleaner with flexibility for cross-cover predominately for sickness and holidays.

 

The On Train Cleaner Grade for former Carlisle Facilities Services (CFS) ex TPE services at Barrow-in-Furness and Windermere will be expected to provide increased flexibility for station and on train cleaning. The on-train cleaning is restricted to the current contracts of those services formerly cleaned by CFS for former TPE services and does not encroach onto directly employed cleaner grades employed by Arriva Rail North.

 

The affected former ISS grades (ex Northern Rail Contract) are:

The current overtime rates of pay are at basic rate of pay only.

 

Following these negotiations the company have proposed the following:

 

Weekday Overtime would be paid at an enhanced rate of time plus .25

Weekend Overtime would be paid at an enhanced rate of pay of time plus 0.5

 

Overtime Rates of Pay: (Former MTL (Jarvis) and Former BR).

 

The current conditions of service will apply and remain unaltered.

 

Night Shift Premium: (Former ISS and Former Carlisle Facilities Services)

 

Those cleaners current night shift cleaners predominately located at Manchester Victoria and Blackpool North (ex ISS) receive no enhancement for working these unsociable hours.

The following has been negotiated and is proposed:

 

Night Shift Workers – where staff are permanently contracted to work between the hours of 2200 and 0600 a premium of 5% will be applied to the basic salary.

The current conditions of service will apply and remain unaltered.

 

Sick Pay Scheme: (Former ISS and Former Carlisle facilities Services).

 

These workers currently receive no sick pay, a key demand was the introduction of a sick pay scheme and I am pleased to report the following has been negotiated and would introduced from 1st September 2016, this would mean the full entitlement of 13 weeks would be reached on 1st September 2021.

This represents a significant step forward for our members.

 

0-6 months – Statutory Sick Pay (SSP)

6 months – 1 year – 6 days basic

1-2 years – 5 weeks basic

2-3 years – 7 weeks basic

3-4 years- 9 weeks basic

4-5 years – 11 weeks basic

5 + years – 13 weeks basic

Productivity:

 

Productivity – Cleaning routes for mobile teams will be increased aligned to scope of activities per station and static sites will have new programmes introduced aligned to station requirements.

 

This means that routes will be revised and activities per station will be reviewed to align with the service level agreement (SLA)

 

Flexibility:

 

Current static and mobile cleaners would be expected to provide cross cover as part of these proposals as follows:

 

Static and mobile cleaning operatives

 

Whilst staff will predominately be designated either static or mobile operatives, all staff may be required to provide cross cover for holidays/sickness absences. 

Mobile staff may be required to provide cover to static stations and static staff also may be required to travel to other static locations to provide cover.  

Static staff providing cover and travelling to other static sites would either be allocated to a station within easy travel distance to their home or a short travel from their normal static location e.g. no further than 45 minutes travel either by car or train from their home base.  If staff are redirected after attending their main base – travel will be within working time.

Static staff may also be required to provide cover to the mobile team as part of a van team. Staff who currently do not have a driving license would be paired with a driver as part of a 2 person van team and in locations close to their home/static base.   Staff will be collected from home or their normal base.

 

On train/station cleaning

 

Where Carillion currently have contracts to provide station and on train (turnaround) cleaning, all staff will be expected to cover both aspects – relevant training will be provided where staff currently only cover one aspect.

 

NB The on train cleaning only applies to the contracts that Carillion currently operate (former TPE station and routes undertaken by Carlisle staff)

Should this position change at any time in the future and Carillion be contracted to undertake other on train/turnaround cleaning services, consultation would take place to review the impact of any further Tupe in of staff providing those new services and any impact on the current staff working on the Arriva contract.

Productivity

 

Expectation of increased self-reporting & first time fix to increase number of job completions per day & within contracted SLA

Standards should exceed cleaning audit and contract SLA requirements

 

SMT On-call Proposal – Applicable to all SMT Level One Grades regardless of actual T&C’s

 

•                           On Call Allowance £125 per week.

                              First call out response to be within 1 hour of request call.

•                           Relevant overtime to be paid (min 3 hours)  for on call activity inclusive of travel to and from home (“door to door”)   If consecutive jobs are received travel time is paid between jobs and not from home address

•                           1 hour paid for a completed Telephone Fix where applicable. An example would be instruction on use of heating controls

•                           If call is taken despite NOT being the designated on-call engineer, a minimum amount of 3 hours is paid as a gesture to encourage cooperation

•                           During peak periods Regional Facilities Managers discretion to place additional people on-call under standard on call T&Cs described above (this will be on a voluntary basis)

•                           Failure to respond to the 1st call within 1 hour of receiving without just cause will result in call out payment being removed. Repeated failures without just cause may ultimately lead to disciplinary action

•                           To comply with Carillion Fatigue policy the SMT would be entitled to 11hrs rest time at the end of his/her call out attendance which may impact the next day’s work. The next day’s contractual 7 ½ hrs to be paid as normal (single time). 

 

Currently On- Call is £99.81 or £111.74 per week depending on T&C’s and would increase to £125 per week with this proposal.

 

On Call would be mandatory on a rolling roster, mutual swaps would be allowed.

The holiday entitlement for former ISS in the Supervisor Multi Function grade will increase from 20 days plus 8 bank/public holidays to 25 days plus 8 bank/public holidays an increase of 5 days.

This group of members consist of former BR, former Jarvis, former Bailey’s and former ISS employees in the following grades.

 

  • Electricians
  • Plumber/Gas Fitters
  • T&I Technician
  • Hard Services Supervisor.
