AGM Item 59: HOT Procedure

Our Ref: HSR/2/1
8th October 2019
Head Office Circular NP/195/19

Dear Colleague

The following resolution was carried at the AGM 2019:

This Branch notes that LU have recently made changes to their Hot Protocol, used in determining whether or not unattended items are suspicious or not. These changes now compel staff to look inside closed or locked bags.

LU has repeatedly cited new instructions from the DfT as the rationale for this change. Despite numerous requests for corroborating paperwork it has failed to be produced.

This Branch believes LU are putting service before safety with this change.

If LU is attempting to push through this change then it is probable that other TOCs will follow suit.

This Conference calls for the RMT to resist this change and to fully support our members who refuse to look inside closed and locked bags

At their meeting of 26th September 2019, the National Executive Committee noted and adopted the following report of their Health and Safety Sub-committee:

We instruct the General Secretary to take up this matter in line with the resolution.

Branches and Regional Councils to be informed.

I am acting in accordance with these instructions. Please make the contents of this Circular available to all appropriate members.

Yours sincerely

Mick Cash
General Secretary
