ASDO BEACON TESTING – NORTHERN TRAINS

The National Executive Committee [NEC] has recently considered a request from Northern Trains to conduct trials at Shipley Station of new ASDO equipment. The report provides details on the company’s proposal: the proposed ASDO Beacon appears to offers technological enhancements above the current ASDO equipment being currently utilised i.e. distance monitoring and GPS identification. We are advised that the beacon will offer greater assurance in regards to long train, short platform working, as well as addressing issues affecting complex stations (where there are a plethora of bi-directional platforms) and as such eliminate wrong side door release.

We understand that both TPE and LNER currently utilise similar technology and are not aware of any problems/concerns arising from it.

On considering this matter the NEC adopted the following resolution:

That we note the report on file from our lead officer.

We note the company wish to trial the use of an ASDO beacon at Shipley station and are seeking endorsement from this union for the trial to take place.

The beacon will potentially offer greater assurance to our members in regards to long train, short platform working, as well as addressing issues affecting complex stations (where there are a plethora of bi-directional platforms) and as such eliminate wrong side door release. We are also aware both TPE and LNER currently utilise similar technology.

Therefore this NEC instructs the General Secretary to advise the company we agree to this trial but to ensure it is only undertaken on the understanding that a Safety Qualified and Competent Conductor is aboard all train services and that such measures do not undermine union policy in regards to Driver Control Operation. All further discussions around this matter to form part of the DCO dispute working group.

In addition, the General Secretary is to also arrange the convening of the ACAS Steering Group for an update on developments arising from the DCO dispute Working Group for these to be considered and reviewed.

All further updates to be placed back before this NEC.

All affected members, Branches and Regional Councils to be advised.

I am acting in accordance with these instructions and will keep you advised of developments with this case. Please bring the contents of this Circular to the attention of relevant members.
