BILFINGER UK – SUPPLEMENTARY PROJECT AGREEMENT (SPA)
I have received a report from the lead officer with concerns over this SPA as the union would not wish to endorse anything that states if a member is injured, or worse, at work, they may lose some or all of their bonus payable at the end of the project.
The Supplementary Project Agreement (SPA), which was sent to the three unions at the end of May, contains on page 3 with reference to HES performance:
Achievement is based on:
• No tier 1 or 2 process safety events.
No recordable personal safety injury, includes:
• SIF (Serious injury/fatality)
• LIT (time lost incident)
• RWC (Restricted Work Case)
• MTC (Medical Treatment Case)
• No regulatory reportable event.
Following receipt of this report from your lead officer, at its meeting on 15rd July 2025, your National Executive Committee resolved as follows:
That we note the report from the lead officer and instruct the General Secretary to:
• Write to ITHACA and Bilfinger explaining why we are not signing this SPA or any other SPA that has this caveat on it going forward.
• Inform members via circular that this union maintains a position of 'safety first' without financial inducements from the employer in any situation, making all members working in the offshore industry aware of this unions position on this issue.
All relevant members branches and regions to be informed via text and email
I am acting in line with these instructions. I have written to Bilfinger and Ithaca stating that I believe there is already a culture of under-reporting, and this move by Ithaca/Bilfinger further entices members to ‘not report’ anything with the threat of losing their bonuses hanging over them.
RMT will therefore not be signing this particular SPA or any other SPA that has this caveat on it going forward.
