CHANGE TO RAIB HANDBOOK, SETTING UP THE WORKSITE – NETWORK RAIL

Your Lead Officer has brought to my attention the following change to the RAIB handbook on setting up the worksite:

“Section headings in bold relate to issue 8 of Handbook 12

3. Setting up the work site

3.3 Setting up the work site

This section has been changed to remove the ability to allow duties relating to the isolation of AC and DC equipment to start as soon as the Person in Charge of the Possession (PICOP) has authorised the Engineering Supervisor (ES) or Safe Work Leader (SWL) to set up the work site and reworded to make it clear that no other work can commence within the work site until the PICOP has told the ES that the work site has been granted.”

This change has been sought by this RMT Union for some time.

At its meeting on 15th September your National Executive Committee noted and adopted the following report from its Health and Safety sub-committee:

We note and adopt the report from the Lead Officer.

In connection with this, the General Secretary is instructed to promulgate this change to RMT members and also commend the work of our National Safety Council and Lead Union Health and Safety Representative Chris Adair.
