Dear Colleague

CIRAS – For Bus Operators

CIRAS is a confidential incident reporting and analysis system, it is used within the railway industry for workers to raise safety and health concerns in confidence. There are moves for the system to be expanded out to other sectors across the transport industry and agreement has been reached with TfL (Transport for London) for it to be available for bus workers under their management spheres.

The National Bus Workers Industrial Organising Conference 2016 called on RMT to use every avenue possible to have CIRAS implemented with every bus/coach company where we organise and also with every local authority who has a controlling influence with such companies.

The National Executive has taken the following decision:

“That we note the resolution from our Busworkers Conference on file and the sentiments within.

We also note the overwhelming support from the delegates and the urgency required to act on this resolution. We further note that CIRAS is holding its annual conference on the 26th April 2016 and would be advantageous for the RMT to take an active role in attending. Accordingly, we instruct the General Secretary to attend the CIRAS conference to place our case for adopting CIRAS country wide. Furthermore, to have our Parliamentary Group make every effort to have CIRAS included onto the Buses Bill, and to raise within all negotiating – consultative bodies to campaign for CIRAS in-line with our Bus Workers resolution.

All further developments to be placed before us, all Regional Councils and relevant branch’s to be informed”

I am in the process of carrying out those instructions.

Please bring the contents of this circular to the attention of relevant members.

Yours sincerely

Mick Cash
