EXCESSIVE TRACK NOISE - LUL

RMT members and activists have been raising concerns over problems with excessive track noise at a number of locations on the London Underground network. These concerns have been raised and discussed with LUL management. Although there has been some movement on management’s position it is our belief that these proposals do not go far enough to resolve our concerns. This matter has been considered by the National Executive Committee who have passed the following resolution:

That we note the Lead Officer has consulted the representatives regarding the lack of progress by management on this issue; and our members need protection from the excessive noise where these poor track conditions exist.

Therefore, we instruct the General Secretary to ballot all Train Operators and Operator Instructors on the Jubilee, Central, Victoria and Northern Lines for industrial action for action short of a strike; namely:

• To drive in manual mode at an appropriate reduced speed to mitigate the creation of excessive noise and to alleviate the distraction, discomfort and anxiety caused in the affected areas.

We remain open for talks.

We also instruct the General Secretary to merge this file and file “Excessive Tunnel Noise – LUL” HSR/1/12.

LUL have already been informed that a dispute situation exists between us and RMT will shortly issue notice to LUL and ballot papers to individual members. Please make the contents of this circular available to all appropriate members.
