Head Office Circular NP/143/25
2nd September 2025
To: The Secretary
All branches and Regional Councils
Dear Colleague
FATAL ASSAULT OF RMT MEMBER JORGE ORTEGA
Following the tragic murder of Jorge Ortega I wrote to the mayor’s office on several issues including staffing, provision and effectiveness of alarms and communication systems, post incident support, provision of places of safety and support from BTP.
I now write further to Head Office Circular NP/143/24, 13 December 2024 as I have received an update report from the Lead Officer, in which he explains that several meetings have taken place with the mayors’ representatives, but despite this no progress has been made in meeting our demands, either by TfL or their subsidiary employers.
Your NEC (National Executive Committee) met to consider the Lead Officers report at its meeting on 29th July 2025:
We note the report and the lack of progress and the failure of the Deputy Mayor for Transport, Seb Dance, and other bodies to respond to our demands.
We therefore refer the matter into the Health and Safety subcommittee for an urgent report and action we can take.
At its meeting on 19th August 2025 your NEC noted and adopted the following report from its health and safety sub-committee:
We note the report from the Lead Officer.
We instruct the General Secretary to write a strongly worded letter to TfL as regards their lack of progress on this matter, and to arrange for the Senior Assistant General Secretary to meet with the Commissioner, the Mayor and TfL to take up the issues raised in the Lead Officers report.
Branches and Regional Councils to be advised accordingly.
I am acting in line with these instructions. Please bring this circular to the attention of relevant members.
Yours sincerely
Eddie Dempsey
