Dear Colleague

IMPACT OF NETWORK RAIL CUTS

I received a report from the Lead Officer containing work that one of RMT representative Brother Paul Martin has worked on to demonstrate how many broken rails there have been.

Data from October 6th 2023 to January 6th 2024 contains much information about cancellations and changes to running, together with staffing issues, such as not enough staff, and lack of competencies.

At its meeting on 2nd April 2024, your National Executive Committee noted adopted the following report from its Health and Safety Sub-committee:

We note the contents of the Lead Officer’s report and update from our Lead Union Health and Safety Representative. The General Secretary is further instructed to convey our appreciation to Bro. Paul Martin for his excellent work in this matter.

In connection with the issue of the impact of the cuts, we note that Network Rails delivery plan will be published on 1 April 2024. Subsequent to this the General Secretary is instructed to convene a meeting of the NEC with the National Maintenance Council and National Safety Council, so that we can consider our response to their plan and our strategy going forward.

Branches and Regional Councils to be advised accordingly.

I am acting in line with these instructions. Please bring this circular to the attention of all relevant members.

Yours sincerely

Michael Lynch

General Secretary
