Our Ref: HSR/2/3
Head Office Circular: NP/215/19

To: The Secretary
ALL BRANCHES
REGIONAL COUNCILS

Dear Colleague,

INTERSERVE STAFF – NETWORK RAIL

Euston No.1 Branch submitted the following resolution:

This branch notes that due to the sub contracting process, Network Rail are now putting staff in direct danger of contamination, poisoning, musculoskeletal and other serious problems.
Interserve are the sub- contractor responsible for cleaning Euston Stations platforms, concourses and other public areas. Interserve staff are expected to clean up human and animal waste products ,needles , vomit and anything else that needs removing . They are not trained, nor provided with the correct PPE no risk or COSHH assessments are available for staff to see, and when they asked for staff are suspended with no further explanation.
This branch believes that whilst we have no recognition with Interserve, Network Rail have a duty of care to ensure all staff and the public on their stations are correctly trained, have the correct PPE and the necessary risk and COSHH assessments are completed and available to staff who request them.
This branch asks for the General Secretary to investigate the obligations of Network Rail to ensure staff safety on their stations and instruct lead officers to raise the issue directly with Network Rail. We also ask the org unit are involved with the aim to gaining recognition from Interserve.
The resolution was considered by the NEC at their meeting of 22nd October 2019 where they noted and adopted the following report of their Health and Safety Sub-committee:

We note the resolution on file from our Euston No.1 Branch. General Secretary is instructed to take this matter up in line with the resolution.
I am acting in accordance with these instructions. Please make the contents of this circular available to all appropriate members.

Yours sincerely

Mick Cash
General Secretary
