Dear Colleague

LUL – NOISE LEVELS ON THE VICTORIA LINE

Following receipt of a report from your lead officer, RMT has declared a dispute with London Underground Ltd (LUL) over the company’s failure to reduce the level of track noise, in particular on the Victoria Line.

I believe that LUL could soon be in a position where noise levels breach regulations on the Victoria Line if a driver does four round trips on a shift. This problem is particularly acute on the Victoria Line, but is also a problem for members on other lines.

On 16th August your lead officer attended a meeting with LUL’s TU engagement lead for operations. At that meeting management failed to agree any mitigations for members who drive on the Victoria Line and have also failed to provide data on noise levels that was promised at that meeting.

I believe that management are not taking action fast enough to protect members’ hearing and levels of stress and anxiety.

At its meeting on 10th September 2024, your National Executive Committee resolved as follows:

We note the report from the lead officer.

The General Secretary is instructed to commence a ballot of all train operators and instructor operator members on the Victoria line for strike action and action short of strike in the form of members be instructed to drive in restricted manual at a speed slow enough to mitigate excessive noise.

I am acting in line with these instructions. Please bring this circular to the attention of all relevant members.

Yours sincerely

Michael Lynch

General Secretary
