MODERNISING MAINTENANCE – POST IMPLEMENTATION REVIEW SURVEY OF MEMBERS

 

I can report that our Route Representatives conducted a survey of RMT members for the upcoming Modernising Maintenance three-month Post Implementation Review (PIR) in the North and East, East Midlands, East Coast, North West & Central, West Coast South and Scotland Routes.

 

We believe that the results are extremely damning of the modernising maintenance programme and highlight many areas of concern:

 

•           There is a critical shortage of staff

•           There has been an increase in contractor usage

•           Staff are finding it difficult to get annual leave agreed due to staff shortages

•           Many of the response shifts are not covered

•           There is a reliance on Mobile Operations Managers to cover response shifts

•           Section Managers and Section Supervisors now routinely have to assist with maintenance work

•           Staff are being sent to locations that they are unfamiliar with where no additional safety controls are put in place

•           A vast majority believe that safety standards have declined

•           A vast majority believe that asset condition is in decline and they are concerned about this

•           Most feel that fatigue levels have worsened

 

The survey has been a success and we need to keep the ball moving to encourage members to carry on filling the survey in for the next two (6 and 12 month) PIRs.
