NETWORK RAIL – CROSSING THE LINE PROCEDURE (CTLP)

 

I have received a report from the lead officer requesting this union’s withdrawal of support for the CTLP (Crossing the Line Procedure), subject to a review of the draft guidelines, which are causing confusion.

 

Given this your NEC (National Executive Committee) met on 6th November 2025 to consider this issue, when they adopted the following report:

 

The General Secretary is instructed to write to the company demanding that this draft document is withdrawn forthwith and we start afresh to be able to supply a guidance document in the spirit of the agreements in place prior to 2021 that can be agreed with this union.

 

I am acting in accordance with these instructions and will keep you advised of developments.
