NETWORK RAIL – FAIR CULTURE – CHANGES TO THE INVESTIGATORY PROCESS
Network Rail recently wrote to me following a meeting to discuss the Fair Culture Principles, stating that it is keen to continue to build relationships and improve consistency.
The company will be in contact soon to undertake a review of the issues RMT has raised about the recent guidance documentation and discuss more holistically how we can collectively learn from safety investigations.
At its meeting on 22nd July 2025, your National Executive Committee noted and adopted the following report from its health and safety subcommittee:
We note the correspondence on file from the company.
The general secretary is instructed to respond to Network Rail noting that we do not have a primary lead for accident and investigations/fair culture principles. Ultimately, this role will fall under the remit of the general secretary.
The general secretary is further instructed to nominate our lead safety representatives Chris Adair and Chris Knibb to sit on the on the fair culture panel with Zoe Gayton, and also to inform the company that this matter will also require the input of our lead representatives from the national maintenance and operations councils.
Relevant members, branches and regional councils to be advised.
