Network Rail – Mobile Maintenance Train

Further to Head Office Circular NP/095/15, 21st May 2015, I am writing to advise you of further decisions and developments with this matter. The General Grades Committee have noted and adopted the following report.

“We note the report on file and the further information provided. We are opposed to Network Rail utilising the ‘train in section’ rules for the MMT. We believe the established methods of protection, including secondary protection, for track workers should be utilised.

We instruct the General Secretary to inform the company of this position and engage with them to develop a specific form of working that gives our members proper protection. In addition there needs to be engagement with the company on the safe systems of work adopted for working within the MMT. Further the issues around working in third rail areas must also be addressed to our satisfaction.
Branches and Regional Councils be advised.”

I am acting in accordance with these instructions and will keep you informed of any further developments. Please bring the contents of this circular to the attention of all relevant members.
