NETWORK RAIL – NATIONAL ROAD FLEET TRANSFORMATION PROGRAMME

 

Correspondence has been received from the company inviting RMT’s engagement in the National Road Fleet Transformation (NRFT) Programme. The deadline for a nominated Health and Safety TU representative to include in the planned HAZID workshop has already passed (12th December 2022).

 

The company has made commitments to the Department for Transport and Transport Scotland to achieve the following targets: 

 

• 25% of car fleet to be Ultra Low Emissions Vehicles (ULEV) by end of 2022 

• 25% of car short term hires (STH) great than 5 days to be ULEV after December 2022 

• 100% of car and van STH greater than 5 days to be ZEV after December 2027 

• 100% of cars and van road fleet (excluding HGVs) to be Zero Emissions Vehicles (ZEV) vehicle fleet by December 2027 

• 100% of all vehicle fleet (including HGVs) by December 2035 in England and Wales 

• 100 % of all vehicle fleet (including HGVs) by December 2030 in Scotland 

 

The company will also look to engage local and national IR representations with some of its operational feasibility studies as they emerge, asking them to take part in discussions and recommendations to be consulted as a result of its discoveries, and will be expecting to engage both Health and Safety councils and Industrial Relations councils with findings and proposals as its learning evolves from these 500 vehicles.

 

At its meeting on 12th January, your National Executive Committee noted and adopted the following report from its Health and Safety Sub-committee:

 

We note the correspondence on file from Network Rail. 

 

The General Secretary is instructed to nominate a representative to sit on this programme and report back as appropriate.

 

Relevant Branches and Regional Councils to be notified.
