Dear Colleague

Network Rail – Roles and Responsibilities Programme [Planning and Delivery of Safe Work/Safe Work Leader]

Further to Head Office Circular NP/187/15, 6th October 2015, a number of questions are being asked about individual member’s response to the instructions from the General Grades Committee in our dispute with Network Rail.

•    RMT members who are Safe Work Leaders (SWL) in the East Midlands route must continue to act as SWL.
•    Staff who work with an SWL must continue to do so.
•    If members are Planners then they must continue to plan for SWL.
•    If members in other routes are told to attend SWL training then they must do so.

These are reasonable management instructions and to not comply with them could be treated as unlawful industrial action which could see Network Rail take legal action against the RMT.

RMT representatives have been instructed that with immediate effect they are to withdraw from doing SWL briefings and not engage with the company in meetings on PDSW/SWL.

Please bring the contents of this circular to the attention of all relevant members.

Yours sincerely

Mick Cash
General Secretary
