Network Rail – Roles and Responsibilities Programme

Network Rail are proposing a joint industry project to look at the role of the individual responsible for the safe delivery of engineering projects on the railway. This project will require changes within Network Rail and within the rules for engineering arrangements. A presentation has been made to the November meeting of TOM Standards Committee. On giving consideration into a report from our representative on TOM Standards Committee the General Grades Committee have noted and adopted the following report of their Health and Safety Sub-committee:

We note the proposal from the company over which we have a number of grave concerns. The General Secretary is instructed to organise a briefing by the company for this General Grades Committee, National Maintenance Coordinators, National Operations Representatives and our Lead Union Health and Safety Representatives.

Branches and Regional Councils be advised.

I am acting in accordance with these instructions.
