Dear Colleague,

NETWORK RAIL – T3 POSSESSIONS

Your RMT Lead Union Health and Safety Representatives have met with Network Rail (NWR) to discuss the various T3-D Possession Limit Control related issues that we have raised during the trial with the company.

The Lead Reps explained that RMT does not consider the T3-D Trial as concluded. NWR has already attended the Traffic Operation and Management Standards Committee (TOM SC) and has written to RMT asking that we support the consideration of T3-A & T protection arrangements. It is the opinion of our Lead Reps that RMT cannot support any further trials until T3-D has fully concluded.

At its meeting on 24th August 2023, your National Executive Committee noted and adopted the following report from its Health and Safety Sub-committee:

We note the report on file from the Lead Officer and correspondence from NWR.

The General Secretary to respond to NWR letter of 2nd August to confirm that we continue to support T3D trial and that NWR RMT lead reps will be engaged in the independent review of evidence in relation to use of detonators place at the Engineering Supervisor Marker Board.

Additionally, the General Secretary to explain that we cannot support the consideration of T3A-&T protection until T3D has fully concluded and the General Secretary to therefore request that T3-A & T are postponed.

Relevant members to be notified accordingly.

Branch and affected members to be informed by email and text.

I am acting in line with these instructions. Please bring the contents of this circular to the attention of relevant members.

Yours sincerely

Michael Lynch
