Dear Colleague,

NETWORK RAIL – T3 POSSESSIONS

T3-A RDD TRIAL

T3-A RC-TCOD TRIAL

Further to head office circular NP/36/24 dated 31st January 2024, I write as follows:

T3-A RDD trial

I received a report from the Lead Officer relating to a trial at Whitland, and an issue with the signals that had been selected for the trial - because of which it was not possible to facilitate the trial being progressed as originally planned.

T3-A RC-TCOD

I received a report from the Lead Officer relating to a T3-A ZKL RC-TOC HAZID session aimed at reviewing the planned arrangements for trialling the T3-A concept for secondary protection of a T3 possession, utilising a Dual Innovative ZKL Remotely Controlled Track Circuit Operating Device (RC-TCOD).  The report contained an update on possessions arrangements for the trial: timetable, the hazards identified, and recommendations taken to address them.

At its meeting on 2nd April 2024 your National Executive Committee met to consider a report from its Health and Safety subcommittee from when it met to discuss the above and adopted the following:

T3-A RDD trial.  The General Secretary is instructed to place the report on T3-A RDD trial at Whitland from RMT NWR lead representative, Julian Thomas, on file, to thank Julian for his work on this matter - and to bring any further updates to the attention of the NEC.

T3-A RC-TCOD trialThe General Secretary is instructed to place the report from RMT NWR lead representative, Chris Knibb, on T3-A RC-TCOD hazid session and trial arrangements on file, to thank Chris for his work - and to instruct the Lead Officer to provide a report to the NEC at the end of the trial.

Branches and Regional Councils to be advised accordingly.

I am acting in line with these instructions. Please bring the contents of this circular to the attention of relevant members.

Yours sincerely

Michael Lynch, General Secretary
