NETWORK RAIL – T3 POSSESSIONS 

 

            I have recently received reports from RMT lead Health and Safety representatives for the Possession Limit Control workstream on the outcome of T3-D trial, update on T3-A (T-COD) trials and report back from a meeting they attended to review a new T3 tool - “Initiate”.

 

            At its meeting on 18th July 2024, your National Executive Committee noted and adopted the following report from its Health and Safety Sub-committee from when it met to consider the matters outlined as above:

 

We instruct the General Secretary to thank NWR lead safety reps, Chris Knibb and Julian Thomas for their work on the T3-D trials.  Also, for their update report on trials in Selby using T3-A (T-COD), and the information that Network Rail plans to seek a national deviation for T3-A (T-COD) in the coming months. 

 

We instruct the General Secretary to take up actions in line with their report.

 

Also, to thank Chris Knibb and Julian Thomas for their report on a meeting they attended to review a new T3 tool, “Initiate”, related to the planning, taking, and relinquishing of T3 possessions using pin codes to lockout the Signaller from the signalling system.

 

We instruct the General Secretary to advise the Lead Reps to continue to support the concept of T3-A (Initiate). Also, for the General Secretary to write to Network Rail outlining RMT position and to demand that national dialog/consultation take place between the three councils due to the changes to working practices.

 

Branches and Regional Councils to be informed accordingly.
