NETWORK RAIL – T3 POSSESSIONS
I write further to my circular number NP/304/24 dated 17TH December. In relation tocorrespondence I received from Network Rail regarding Worksite X and their trial consultation method, a new project of Virtual Worksite Marker Boards (WSMB phase 1), along with a summary report of phase 1. Additionally, I received updated reports from the Lead Officer in relation to TOM SC deviation certificates and report of a recent meeting to discuss T3-A ZKL-T-COD (Remotely Operated Track Circuit Operating Device).
At its meeting on 27th May 2025, your National Executive Committee noted and adopted the following report from its Health and Safety sub-committee from when it met to consider these items:
Worksite X
We note the reply from Network Rail in response to concerns we raised with them regarding lack of consultation with our Lead Safety Reps before a deviation request on worksite X was submitted to RSSB TOM SC. We note that the Network Rail have agreed that more could be done in future in relation to collaborative working.
The General Secretary to confirm with Network Rail our previous decision that Chris Knibb and Julian Thomas lead for us on this item and that we want this project placed as an agenda item on the next Nation Safety Council meeting. Also, that the General Secretary write to Network Rail to remind them of the understanding that a trial should finish and RMT satisfied with the outcomes, before another begins.
A report to be placed back in front of this NEC following the next meeting of the National Safety Council.
Virtual Worksite Marker Boards
We note the correspondence from Network Rail on Virtual Worksite Marker Boards – Proof of Concept.
We instruct the General Secretary to write to Network Rail to confirm that we nominate Chris Knibb and Julian Thomas to lead for RMT on this project and to notify the Company that we want this project as an agenda item at the next Safety Council.
T3-A ZKL-T-COD (Remotely Operated Track Circuit Operating Device).
We note the report from the Lead Officer and request that he keep us informed if there are any updates from Network Rail as to whether they intend to proceed with the use of ZKL RC T-CODs in AB Signalling Areas.
Branches and Regional Councils to be informed accordingly.
