NETWORK RAIL – CHANGE TO COMPETENCY MATRIX, SITE WARDENS
Following receipt of a correspondence which was sent out to Network Rail staff regarding the creation of a separate competency for Site Wardens without consultation, I have been further informed that the company intends to impose these changes on 12th April.
As this would be a change to the Competency Matrix, it would need to be discussed at the National Maintenance Council, and by proceeding to write to individuals Network Rail has completely undermined the Phase 2b/c Agreement and Collective Bargaining.
At its meeting on 6th April, your National Executive Committee (NEC) adopted the following resolution:
We note the correspondence on file and further note that Network Rail have sent out changes to competency matrix that has not been consulted with the NMC. Further that these changes are to be implemented on 12th April 2021.
Therefore, the General Secretary is instructed to urgently write to Network Rail asking that they immediately withdraw the notification and implementation of the changes to competencies, and that they follow the proper collective bargaining agreements and discuss this with the NMC. Furthermore any updates to be placed back before the NEC.
