NETWORK RAIL HAEMOGLOBIN TESTING
I have received correspondence from Network Rail who are proposing that on a voluntary basis Mobile Operations Managers could use haemoglobin testing kits to identify blood types and determine if a train has hit a Human or an Animal. Test results are immediate and could help reduce down time in the need to examine body parts. Your National Executive Committee have noted and adopted the following report of their Health and Safety Sub-committee:
“That we note that Network Rail have commenced a roll-out of the test units without appropriate consultation or risk assessment. We also note that there may be some implied transfer of responsibility from the Police to our members which may not be appropriate. Further we note that a risk assessment process is underway with our Lead H & S Reps. The General Secretary is instructed to obtain a report from our reps on the risk assessment and other associated issues. Branches and Regional Councils be advised.”
I am acting in accordance with this instruction. Please bring the contents of this circular to the attention of relevant members.
