NETWORK RAIL – NR3180 FORM
North Staffs Branch have submitted a resolution to the National Executive Committee raising concerns with the recently changed Signallers Line Blockage Form NR3180. They believe too much information is crammed into the form and that further, the roll out and briefing process behind the form has been unsatisfactory.
On considering the resolution the National Executive Committee carried the following resolution:
That we note the resolution on file from our North Staffs Branch and append this item to the file (HSR/2/15). Further we note that the meeting called for between the NEC and our relevant Network Rail Lead Union Health and Safety Reps in our Decision NWW 22nd March 2018 has yet to take place. We instruct the General Secretary to ensure that this meeting takes place as soon as possible and no later than Thursday 17th May 2018.

Following a meeting on 8th May 2018 the matter was considered again and the National Executive Committee carried the following resolution:
That having meet with our representatives and AGS and discussed the matter. General Secretary is instructed to write to the company expressing our displeasure at the roll out of the revised form including the lack of briefings and that the company address this matter urgently. We also raise that we believe that these forms should be route specific. Further we seek clarification on whether this roll out constitutes a trial and that we are represented at all future meetings. We finally instruct the General Secretary to ensure that all minutes of future meetings in this regard are placed in front of the NEC.

I am acting in accordance with these instructions and a meeting is to be held on Tuesday 8th May 2018. Please make the contents of this circular available to all appropriate members.
