NETWORK RAIL PROCEDURAL AGREEMENT

Further to Head Office Circular, NP/37/20, 2nd March 2020 I am writing to update you on developments. Following an updated report from the Lead Officer the National Executive Committee noted and adopted the following report of their Health and Safety Sub-committee:

We note the proposals from Network Rail and are concerned about the delay in implementing a fully revised and drafted Procedure Agreement (PA). This matter has been raised with the company over a number of years. The inability of the company to resolve the question of the company’s multiple re-organisations and how this has caused a mismatch between the PA and the company’s organisational structure is a prime example of how dysfunctional an organisation Network Rail has become.

General Secretary is instructed to write to the company setting out our concerns in this regard and informing them that we reluctantly agree to option 2 but on the basis that the work to get us to a fully functional PA must be completed within three months.

Branches and Regional Councils to be advised.

As set out by the company option two is:

“We adopt the proposed structure for health and safety councils across Network Rail into our existing procedural agreement. We adopt this as our new procedural agreement, subject to tweaking of seating arrangements within reason and adequate arrangements for lead safety reps, again within reason.”

I shall be writing to Network Rail to urge them to progress this matter. I will keep you advised of developments.
