Our Ref: HSR/4/2
Head Office Circular: NP/059/15
9th April 2015

The Secretary
ALL BRANCHES
ALL REGIONAL COUNCILS

Dear Colleague

NETWORK RAIL – SAFE AND EFFICIENT ACCESS

Network Rail have established a project “Safe and Efficient Access” that builds on three current programmes ZKL3000 RC (GGC Case: HSR/4/2), T3 Possessions – Tampers Outside Trials (GGC Case: HSR/2/15) and Flexible Train Arrival Point (FTAP) to produce a safer and more efficient process for taking T3 possessions for High Output work. On giving consideration to the proposal the General Grades Committee noted and adopted the following report of their Health and Safety Sub-committee:

We note the proposal from Network Rail and the briefings that have been given to this union. We further note the involvement of RMT representatives in the risk reviews undertaken. Network Rail are now conducting trials of the process with the inclusion of RMT representation and we instruct the General Secretary to provide further reports on the conclusion of the trials.

Branches and Regional Councils be advised.

I am acting in accordance with these instructions and will keep you informed of developments with this case.

Please bring the contents of this circular to the attention of relevant members.

Yours sincerely

Mick Cash
General Secretary
