Dear Colleague
NETWORK RAIL TRACKWORKER PROTECTION 019+
A report has been received from our Network Rail Lead Union Health and Safety Representatives raising concerns with the company’s proposals with regard to making work on the infrastructure safer for track workers. On giving consideration to this report your National Executive Committee noted and adopted the following report of their Health and Safety Sub-committee:
We note the report from the LUHSRs and the many examples of poor planning, process failures, and lack of local actions which have played a part in the many near misses seen across the business where the 019+ standard has failed. The General Secretary is instructed to raise this with the company as a matter of urgency as a potential dispute situation, as RMT has reached the point where enough is enough. The General Secretary is further instructed to immediately prepare a ballot matrix for affected staff and prepare an intensive programme of succinct propaganda, including electronic flyers, posters, etc. Any updates to be placed before this NEC.
Branches and Regional Councils to be advised.
Network Rail members to be advised via email and text.
I am acting in accordance with these instructions and will keep you advised of all developments. Please bring the contents of this Circular to the attention of relevant members.
Yours sincerely
Mick Cash
General Secretary
