NETWORK RAIL: USAGE OF THE CROSSING THE LINE PROCEDURE (CTLP)
Following recent site visits in the North East it has become apparent that certain locations where the CTLP is being utilised are not safely accessible from the access point.
Each CTLP should be approved for the use of the procedure.
I have requested as a matter of urgency that Network Rail inspect and review its CTLP before being signed off with a Lead Rep or one of our Level 2 Health & Safety Reps present prior to using the CTLP as agreed by the National Consultation.
I would remind members that the CTLP is for crossing no more than four running lines, and the COSS’s name should be on an approved users’ list to verify with the signaller.
Please bring this circular to the attention of all relevant members.
