LUL BRANCHES

REGIONAL COUNCIL

Dear Colleague

LUL – NOISE LEVELS ON THE VICTORIA LINE

I recently received a resolution from Finsbury Park branch:

This branch notes the increase in noise levels on the Victoria line, which are extremely uncomfortable and distressing for our drivers. We also note local managements refusal to follow agreed processes agreed at Tier2. We have constantly asked for TSRs as an interim measure as these are proven to reduce noise levels, these have been refused with no reason given.

Considering this unacceptable situation, we ask that a report on this issue be placed in front of the NEC and ask that they write to London Underground informing them that we are going into dispute on this matter.

Further, this branch is ready to take action up to action short of strike and strike action to protect our drivers who wish to drive manually at a reduced speed through these areas.

At its meeting on 30th July 2024, your NEC (National Executive Committee) noted and adopted the following report from its Health and Safety sub-committee from when they met to consider the matter:

We note with concern the problems raised in the Finsbury Park resolution in relation to the distress and discomfort caused to our members by increasing noise levels on the Victoria Line.

In connection with this we instruct the General Secretary to:

  • write to LUL to notify them that we are entering a dispute with them over this matter
  • request that the Lead Officer provide a report of the recalled meeting
  • request that the Lead Officer provide a detailed report on how the same noise issue affects other lines.

I am acting in line with these instructions. Please bring this circular to the attention of all relevant members.

Yours sincerely

Michael Lynch

General Secretary
