ABELLIO SCOTRAIL ROLE AND RESPONSIBILITY OF THE GUARD RULES

I have received correspondence from Glasgow 5 Branch regarding the above matter in which they express concern that Abellio Scotrail have started a consultation process of extending the bi - annual rules to tri – annual rules, and also that the rules that guards would be assessed on would be condensed. The Branch is concerned that any changes to the rules, if implemented, could weaken all our guards throughout the country and not just Scotrail.

The Branch also state they have been informed that the company have changed the rules for maintenance depots.

On giving consideration to the matter the National Executive Committee carried the following resolution:
We note the resolution from our Glasgow No.5 Branch and the sentiment within and the concerns they have raised with regards to the proposed changes to the Guards Rules Assessments we therefore place this matter into our Health and Safety Sub for examination and report also the Train Crew Sub is to meet to discuss the wider implications of these changes and to seek clarification about any changes and the impact that it might have on the dilution of the role of the guard.

Also the GS is to write to the company to raise our concerns over these changes and to seek clarification about any changes that might have been made to the rules of our Maintenance staff.
Branches and Regional Councils to be informed.
