Staff Assaults (Midlands Regional Council resolution)

Our ref: HSR

Head Office Circular NP/201/25

17th November 2025

To: All branch secretaries

All regional council secretaries

Dear Colleague

STAFF ASSAULTS (MIDLANDS REGIONAL COUNCIL RESOLUTION)

Your Midlands Regional Council submitted the following resolution:

That this branch requests our National Executive Committee consider balloting all of our frontline members for a ‘National Day of Action’ in protest against escalating violence and abuse suffered by our members.

We also note the massive, proposed reduction in BTP funding and believe this will make an intolerable situation even worse.

This branch encourages our NEC to be bold and to make the strongest of stances after consulting with all of our regions. We need firm action in to meet our demand of zero tolerance.

A Special meeting of your National Executive on Wednesday 12th November, noted and adopted the following report from its Health and Safety subcommittee:

We note the resolution on file from our Midlands Regional Council, for which it is thanked.

We further note that letters have recently been issued to rail employers with a series of ten demands, which were informed by the nearly 6,000 responses to the union’s violence at work survey and also the survey of safety representatives about arrangements in their workplaces.

Recent appalling events, such as those at Huntingdon, on the DLR and numerous other cases, have highlighted an escalation in violence and we face nothing short of a crisis in the industry.

The General Secretary is instructed to convene a special meeting between this NEC, Regional Council Presidents and Secretaries, Regional Organisers, the chair of RMT’s National Health and Safety Advisory Committee, as part of the development of the union’s Action Against Assaults campaign.

Branches and Regional Councils to be informed.

I am acting in line with these instructions. Please bring this circular to the attention of all relevant members.

Yours sincerely

Eddie Dempsey

General Secretary
