T3 POSSESSION

I write further to my circular of 21st December 2020 “Possession Limits Control Programme (Camden RAIB Recommendation 3)” reference number NP/309/20, to let you know that the meeting referenced in this circular, between Network Rail’s Director for Strategy and Operations and RMT, has not yet taken place.

This is because further information has come to light regarding the company’s plans and in particular, a trial of new processes in Scotland that is looking at changes to the PICOP and Signaller roles. The RMT National Executive Committee met recently to discuss this and agreed the following:

We note further report on this item. The general secretary is instructed to write to Network Rail with our concerns and this attack on T3 arrangements and our representatives should withdraw from taking part in the trial until further clarity is obtained from the company. The general secretary if further instructed to rename this file “T3 Possession”

Relevant Branches and Regional Councils be advised.

I am acting in accordance with these instructions.
