TRAIN OPERATED WARNING SYSTEM (TOWS)
This matter was raised by the RMT at the Network Rail National Health, Safety and Welfare Council held on 9th September 2021.
There have been serious safety concerns raised in the Northern area of the Eastern Region by our members and Health and Safety representatives regarding the use of TOWS.
The company are using TOWS as a primary method of protection whilst not utilising a nominated Lookout/ Site Warden to remind or warn staff to move to a position of safety.
RMT is of the opinion that this Safe System of Work (SSoW) is not a robust “belt and braces” method of protection, and it will compromise the safety of our members.
As a consequence, I am advising that, if members are asked to utilise TOWS as the primary SSoW without a Lookout/Site Warden, then you should invoke the company’s Work Safe Procedure.
