TRANSPENNINE EXPRESS (TPE) – CONDUCTOR SELF DISPATCH (LEEDS STATION)
I received a report on the above from the lead officer with urgent concerns following an incident at Leeds Station on 12th May where the union has been advised that TPE Conductors were issued a verbal instruction from TPE control to self-dispatch TPE services from Leeds station due to staffing level issues.
At its meeting on 15th May, your National Executive Committee resolved as follows:
We note the report from the Lead Officer.
Consequently, we instruct the General Secretary to write to the RSSB outlining the serious breach of Health & Safety standards on this matter and that the employer has failed to provide our safety representatives the relevant risk assessments when requested.
Furthermore, the General Secretary is to write to TransPennine Express and Carlisle Support Services expressing our grave concerns around insufficient staffing levels, deviation from agreed negotiating machinery, disregard for of Health and Safety processes and our total opposition to self-dispatch at Leeds station.
Finally, the General Secretary is to inform TPE and CSS that if they attempt to impose self-dispatch at Leeds or Manchester Piccadilly then we will immediately enter a trade dispute over this matter.
Affected members, branches and regional councils to be informed by email and text.
