Dear Colleague

UNEQUAL APPLICATION OF NETWORK RAIL’S FATIGUE STANDARD AMONG KENT ROUTE MOBILE OPERATIONS MANAGERS

Referring to Head Office Circular: NP/96/24, dated 9th April, at its meeting on 11th June 2024, your National Executive Committee noted and adopted the following report from its Health and Safety Sub-committee:

We note the response on file from Network Rail.

The company does not do fatigue risk assessments for all 60 hour plus exceedances and when the union has attended the fatigue working group and route council has stated this.

The company is not adhering to the fatigue standard as per the standard nor using the Microsoft forms as per the southern region fatigue plan.

The General Secretary is instructed to write formally to the company demanding that such fatigue risk assessments are undertaken, and that the fatigue standard and southern region fatigue plan are adhered to. The General Secretary is further instructed to demand that the company provide us with its audit records in order to prove that there has been compliance with fatigue standards. Such demands to be copied to the ORR.

Relevant Branches and Regional Councils to be notified.

I am acting in line with these instructions.

Please bring this circular to the attention of all relevant members.

Yours sincerely

Michael Lynch

General Secretary
