Circular No: NP/039/19
TO ALL BRANCHES AND REGIONAL COUNCILS
Our ref: R11/9
25th February 2019
Dear Colleagues
DfT Consultation on Statutory Guidance for Taxi and Private Hire Vehicle Licensing Authorities
The Union is seeking your views on the Department for Transport (DfT) draft statutory guidance for taxi and private hire vehicle (PHV) licensing authorities. The statutory guidance, which will be issued under the Policing and Crime Act 2017, addresses how licensing authorities should exercise their powers in relation to safeguarding children and vulnerable adults.
The statutory guidance will replace relevant sections of the 2010 ‘Best Practice Guidance’ issued by the DfT. It addresses issues such as checking the suitability of individuals and operators to be licenced, whistleblowing and safe recruitment practices.
Hard copies of the relevant documents (consultation document, draft statutory guidance, impact assessment and response form) are attached to this Circular and are available online here: https://www.gov.uk/government/consultations/taxi-and-private-hire-vehicle-licensing-protecting-users
It would be appreciated if responses from RMT Branches to the DfT’s consultation are received at Head Office by Friday 12th April 2018.
Please bring the content of this circular to the attention of all Branch members and you will be kept advised of further developments.
Yours sincerely
Mick Cash
General Secretary
