To All Mitie (Merseyrail Soft Services Contract) Cleaning Operative & Team Leader RMT Members

Our Ref: BR1/14/2

10th September 2021

Dear Colleague

Further to my letter dated the 2nd September 2021 with regards to the above dispute and where I notified you of the re-ballot for industrial action which was due to close on Thursday 23rd September 2021. I can now advise you that a further meeting has been held with Mitie, the Lead Officer and your Union Reps and an improved offer has been tabled by the company which the Union believes is sufficient to bring about a resolution to this dispute.

The matter has been considered by the union’s National Executive Committee who note a significant improved offer has now been made that addresses all three fronts of our current dispute.

Rates of Pay & Conditions of Service 2020 and 2021

The pay offer is significant progress on the previous offer and aligns the rate of pay with the current real living wage and brings the anniversary forward 3 months to April.

Calculation of Holiday Pay

On holiday pay, our affected members will no longer be subject to receiving less than the collectively bargained hourly rate.

Imposition of Rosters at Liverpool South Parkway

The rosters at Liverpool South Parkway will also be subject to renegotiation rather than imposition.

Therefore, the Executive Committee has instructed me to conduct an electronic referendum of all our affected members in the shortest possible timescale with a strong recommendation to accept the offer. You will shortly receive an email from 'RMT Referenda' which will allow you to register your vote.

Additionally, the Executive Committee has instructed me to suspend the current re-ballot for industrial action. However, please note that the strike action due to take place from 21.59 hours on Thursday 23rd September 2021 until 21.58 hours on Friday 24th September 2021 remains in place, pending the outcome of the electronic referendum.

Finally, I can report that Merseyrail has suspended the re-tendering process for a longer-term cleaning contract. Therefore, it is important that we continue our campaign for the insourcing of all Cleaners in line with our ‘Justice for Cleaners’ campaign. Consequently, the planned demonstration outside Liverpool Central from 10.30 until 12.30 hours on Saturday 18th September 2021 also remains in place.

I trust this keeps you fully advised on the matter and I will, of course, update you on any further developments.

Yours sincerely

Michael Lynch
General Secretary
