CONDUCTOR PRODUCTIVITY – TRANSPENNINE EXPRESS
Further to my previous circular on the above matter dated 22nd May 2019 (IR/208/19), in which I reported that following negotiations with Transpennine Express an agreement had been reached with regards to enhanced payments for Sunday/Rest Day Working pending a full productivity agreement for Conductors. Following extensive further negotiations with the union’s negotiating team; the company has tabled a formal written offer to change Conductor Terms and Conditions.
Having scrutinised the proposals from TPE and noting the views of your Representatives, the National Executive Committee are of the view that the offer falls short of our aspirations. The National Executive Committee cannot accept any proposals that include a 39 hour week and Sunday as part of the working week without a significant uplift to the Conductor rate of pay. In line with the wishes of the National Executive Committee, I have advised TPE that a dispute situation now exists between our organisations. Consequently, ballot papers in this dispute will be despatched to your home address from Thursday 8th August 2019.
Once you have received your ballot paper, I urge you to complete and return it in the freepost envelope provided as soon as possible. You will be asked to vote for industrial action short of a strike.
