DISPATCH ARRANGEMENTS/REDUCTION IN STATION STAFF – GREAT WESTERN RAILWAYS
Further to my letter dated the 28th November 2019 with regards to the above matter and where I informed you that the RMT had declared a dispute situation with GWR over the company’s proposals to extend self-dispatch and the implications it will have on our Conductor, Train Manager and Driver members, as well as having an impact on job security for Station Staff.
I can now advise you that a meeting was held on Tuesday 21st January 2020 with your Lead Officer, Divisional Council Representatives and members of the union’s National Executive Committee to discuss this very important issue in more detail. During these discussions your Representatives gave a clear indication of their determination to resist the company’s proposals. Your Representatives are furious with Great Western Railways over their failure to adhere to the machinery of negotiation and failure to provide any clear information regarding the proposals, despite persistent requests from the union’s Negotiating Team.
Therefore, the union’s National Executive Committee has again considered the matter and instructed me to convene an urgent meeting with GWR to discuss the proposals, the implications and seek the following:
A detailed breakdown of any revised dispatch methods for each Station on the Network.
Risk Assessments for each individual station.
A detailed breakdown of the implications to staffing levels/dispatch practices at each station.
An assurance for any staff member displaced under these proposals with agreement required at Stations Divisional Council level.
An assurance that these proposals will be tabled for discussion at all relevant Divisional Councils.
I trust this keeps you fully advised on the matter and I will, of course, update you on developments as and when they arise.
