TO ALL MOBILE OPERATIONS MANAGERS AT NETWORK RAIL
DUTIES AND RESPONSIBILITIES – MOMS – NETWORK RAIL
I write in relation to a matter that was recently considered by the union’s National Executive Committee over the grading structure for Mobile Operations Managers. This issue was raised with us by our Orpington Branch specifically in relation to the grading structure of MOMs compared to the recently introduced grade of Mobile Incident Officers. The branch believed that the MOM role carries as much if not greater scope and responsibilities than the Mobile Incident Officer role but they were frustrated that no satisfactory outcome had been achieved on parity of the grading. As you may be aware Mobile Incident Officers have been Graded 9 through the Job Evaluation Process whereas MOM can only achieve a maximum Grade 7.
Having considered the views of the branch and the paperwork provided, the NEC instructed me to seek legal advice which was recently discussed at a meeting with our local and national representatives and NEC members. Following this meeting the NEC has instructed me to have this matter placed on to the next National Operations Council meeting with a claim for parity (Grade 9) where Moms have a MIO location within their respective area. The next NOC meeting is due to take place on 17th December 2020.
In addition we are also liaising with our national reps to identify all MIO locations and to clarify with your local MOM reps where their areas of cover have been agreed at the area council. Finally a mapping exercise to be undertaken in preparation for a recruitment exercise (provisionally) in the Kent and Sussex routes.
