The National Executive Committee has considered report from the lead officer setting out Transport for Wales position in respect of staff staying at home and unable to work due to the fact they live with someone who has been advised to shield by the government because of the pandemic or having caring responsibilities meaning they are unable to work from home.

TFW state it is conscious that this is reducing staff’s entitlement to paid Company sick pay that may be needed for other reasons when staff are able to return to work. They therefore propose to designate staff absent for the above reasons as a “furloughed worker” in accordance with the Furlough Arrangements announced by the government on 20 March 2020. Although under the Scheme only 80% of salary is recoverable from the government, TFW has agreed to pay staff at 100% during the furlough period.

In order to implement this scheme and to designate staff as a “furloughed worker”, TFW will need to formally bring staff’s current entitlement to Company sick pay to an end. They propose to do this with effect from 16th May 2020, following which staff will remain employed by them but will be placed Furlough from 17thMay 2020. 

The NEC has noted the arrangements.
