Further to my previous correspondence on the positive discussions that have taken place with Transport for Wales (TfW) I can now report that further meetings with the company have taken place to discuss our aspirations, improve the offer and find a meaningful resolution to the dispute.


The company has now produced a full and final proposal which can be found here


The National Executive Committee has considered this matter and has noted that there are significant improvements from the last offer and that the attached proposal provides a substantial increase in pay and conditions. The NEC would like to congratulate the Lead Officer and representative for their magnificent work in securing this offer and ensuring that our aspirations have been met. There is no doubt that the strength and determination shown by you and your colleagues has focused the minds of the company and achieved this outcome.


I would encourage members to carefully read the proposals. However, some of the key benefits can be found below:


  • £300 one off payment for all staff to be paid in November.
  • 33% of Rail staff will move from £9.50 to £11.20 an hour. A 18% pay rise over the real living wage.
  • 54% of staff will move from £9.50 to £10.50 an hour. A 7% rise over the real living wage. These workers will mostly migrate to the £11.20, with competencies and Training over the stated time frame.
  • Expansion of the top Grade 6A within an agreed time scale to allow most staff who want it to achieve the higher grade of £11.20.
  • Opportunity for the entry grade 6C (Office cleaning) to progress with competencies and training to Rail cleaning grades. Real living wage guaranteed.
  • An aligned structure with TFW RL for cleaning grades with Job descriptions agreed by RMT to state the differences in grade expectations and progression.
  • Competencies and Training to be agreed with RMT in an agreed timeframe to help staff progress to higher cleaning grades and other rail jobs.
  • Time and half for all hours over 37.5. This is a significant boost for those currently contracted over 37.5 (Holyhead) and any overtime.
  • A commitment to look at a shorter working week with no loss of pay after 12 months.
  • Another significant rise for Team leaders, Supervisors and Managers of 10% to establish real differentials after the significant 12% plus rises they experienced in January 2021.
  • Travel passes for staff on TFW trains already now agreed following RMT representations.

The Lead Officer and representatives are running a zoom meeting on Tuesday 5th October 2021 at 5pm to address any concerns or questions you might have about the proposal. You can also contact your rep or the Lead Officer by phone or in person to ask any questions about the offer.

Therefore, your Union’s NEC has carefully considered the offer and has instructed that an e-referendum must be held so that you can have your say on the proposal. The NEC is also recommending that you vote 'YES' to accept the offer as it is our firm belief that this is the best offer that can be achieved in the current climate and provides a substantial increase on your current pay and conditions.

Referendum Instructions


Members will shortly receive an email from 'RMT Referenda' which will allow you to register your vote. Please follow the instructions and make sure you complete this by no later than 11:00 on Thursday 7th October 2021. Once members have voted, you will receive an email from RMT Referenda confirming how you have voted and that your vote has been cast successfully.
