Intercity Express Programme (IEP)

I write further to my previous correspondence with regards to the above matter and where I informed you that your union was seeking commitments from Great Western Railway which we believed would resolve the current dispute.

After lengthy discussions I can now advise that an agreement has been reached and the company have now provided us with written confirmation following discussions that were held on 15th December 2016, 9th February 2017 and 6th April 2017. The document addresses our concerns and allows us to move forward in resolving this dispute.

I would like to congratulate you and your colleagues for your continued determination and resolve at supporting your union through this dispute. This issue has been ongoing for a considerable amount of time and the support from you and your colleagues has been phenomenal. It is a testament to your character that your determination has directly resulted in these improvements and has achieved considerable progress notably in the following areas:-

•    No Extension of DOO/DCO.
•    Confirmation of current and planned establishment numbers.
•    No compulsory redundancies and PTR&R arrangements for all grades affected.
•    Method statements for new and cascaded trains to be agreed.

This is a tremendous achievement especially considering the huge attention Driver Only Operating is receiving and the current hostile environment surrounding the role of the guard. Therefore, the National Executive Committee has considered this matter and has instructed me to inform the company that we accept these proposals. Additionally, we have received documents relating to PTR&R and Transfer & Relocation-Support arrangements which are currently being considered by the NEC. I will of course keep you fully advised once these documents have been scrutinised.
