NEW TECHNOLOGY DEPOT AND TERMINAL OPERATING STRATEGY (DATOS) – FREIGHTLINER LTD & FREIGHTLINER RAILPORTS

I write with regards to the above matter and to inform you that I have received a report from the Lead Officer indicating that the following New Technology proposals were presented to the Business Council for Freightliner Ltd (Intermodal) Terminals, this will effect Freightliner Ltd Terminals at Coatbridge, Leeds, Manchester (Trafford Park), Liverpool (Garston), Birmingham, Cardiff, Southampton and the Freightliner Railports Terminal at Doncaster.

The Order Management System (OMS) will potentially affect roles in Commercial Support, Administrative and Terminal Salaried Offices.

The Vehicle Booking System (VBS) Freightliner state would not impact roles.

The Terminal Operating System (TOS) will potentially affect roles such as gate In/Out Operatives, OCR Departure Staff, Yard Management.

The DATOS programme will introduce automated camera recognition, damage inspect and gate technology, Freightliner state this will remove the need for the manual processes in place today and therefore impact headcount.

Freightliner anticipate the potential impact will be on Traffic Clerk grades working in Terminals as follows:

Cardiff 0
Birmingham 6
Manchester 7
Liverpool 8
Leeds 5
Doncaster 3
Coatbridge 6
Terminal Total 35

Freightliner have stated other new roles may be created, however this is not confirmed and is unlikely to create 35 redeployment roles, Freightliner intend to role this programme out with ‘Go Live Dates’ from March 2021 to January 2022.

The vast majority of those affected will be RMT members although the Clerical Officer grades are dual recognition with TSSA.

The union’s National Executive Committee has recently considered the matter and I have been instructed to adopt the following strategy:

No Compulsory Redundancies.
If the company offer Voluntary Redundancy this must be paid in line with PTR&R as a minimum.
Freezing of vacancies to create redeployment opportunities.
Re-training Redeployment into other vacancies with the Freightliner group entities.
Adherence to the PTR&R agreement by Freightliner.

A meeting is being arranged to pursue the above agreement and the RMT will also liaise with TSSA. The Union’s Business Council Rep for Freightliner Ltd, Brother Tom Wilson, is also in the process of visiting all the affected Terminals.
