PAT TESTING – MOMs - NETWORK RAIL

The union’s National Executive Committee has recently considered a matter which should concern all MOMs at Network Rail.

Recently on LNW South Route, it was agreed in error that the MOM’s would be trained to carry out PAT Testing, with the intention that they would do it on a voluntary basis. The company has subsequently claimed this is only a short term measure in order to meet its regulatory obligations for this testing. PAT Testing, as I am sure you are aware, is not part of the Mobile Operations Job Description and is in fact the responsibility of the Maintenance Department.

RMT’s position is very clear on this issue. PAT Testing is work that falls under the responsibility of Maintenance staff and should only be carried out by qualified electricians in that Department. It should not be carried out by MOMs or any staff from other departments. Cross Departmental working only serves to cover up management’s own failure to provide enough resources and allowing Network Rail to blur the lines between departments in this way is unacceptable to this union. All this will do is encourage management not to fill vacancies or provide adequate resources to meet the responsibilities for each department. We have advised the company this practice must stop immediately and also written to our reps locally to clarify our position.   

The NEC has instructed me to write to every MOM member to make it clear that Cross Departmental Working is against RMT Policy. You should therefore uphold RMT’s position and not volunteer to undertake PAT testing or any other work that falls outside your job description and is the responsibility of another department.
