RATES OF PAY AND CONDITIONS OF SERVICE 2017 - NETWORK RAIL (OPERATIONS, MAINTENANCE CUSTOMER SERVICES AND BANDS 5 TO 8)

Following several meetings, where our representations have resulted in a much simpler no- strings proposal, Network Rail has today tabled the following two year offer for the 2017 pay claim.


1.    Network Rail commits to pay all employees in the bargaining groups a consolidated increase equal to: -

a.    RPI as at November 2016 (published December 2016), on basic pay with effect from 1st January 2017.
b.    RPI as at November 2017 (published December 2017), on basic pay with effect from 1st January 2018.

NB: The November 2016 RPI figure was 2.2%

2.    For those on Role Clarity contracts

a.    The increase will be distributed based on performance ratings, with the full negotiated figure paid in aggregate, but with differential increases to reflect individual performance ratings.
b.    For those at the top of the salary band, the increases will be made as a non-consolidated payment.

London Allowances

3.    All those currently in receipt of inner and outer London Allowances will have these allowances increased by 29%. The definitions of these allowances will be based on the mileages according to employees’ terms and conditions of employment.

No Compulsory Redundancies

4.    Network Rail guaranteed no compulsory redundancies across all members of these bargaining groups until 31st December 2018.

5.    The above is applicable provided an employee does not refuse suitable alternative employment, in line with PTR&R or the People Process, as appropriate to the employee.

A national meeting of all Area Council representatives has been organised for Wednesday 1st February 2017 in London where the views of members on these proposals will be discussed. Once this meeting has taken place the NEC will consider I will keep members fully informed of any developments.
