RATES OF PAY AND CONDITIONS OF SERVICE 2019 – NETWORK RAIL

 

I write to advise members that Network Rail has confirmed the pay increase that will apply to members in Operations Maintenance and Customer Services for the second year of our pay agreement. To confirm our agreement is as follows: -

 

With effect from 1 January 2020, an increase to basic rates of pay of the value of the increase to the November 2019 Retail Price Index (RPI) published in December 2019. This will include a minimum uplift of at least £575 (pro rata for part time working). 

 

Following the publication of the November Retail Price Index Figure the increase with effect from 1st January 2020 will be 2.2%. Further Network Rail has confirmed that Role Clarity Band 5 to 8 staff, who receive pay increases based on a performance score will receive the below increases: -

Additionally, as part of our 2019 pay agreement, we have entered into discussions in a number of working groups. One of these working groups relates to a review of Band 5 to 8 role clarity contracts with a view to the introduction of an operational contract covering 24/7 working. At the December 2019 National Operations Council we requested that an interim payment is made to Customer Service Assistant members whilst the longer term solution on 24/7 working is concluded. We also requested that the link between the performance rating and the pay increase is suspended until the working group finds a longer term solution. Unfortunately Network Rail has rejected both requests.

 

Having considered this matter the NEC has noted the 2020 increase and that the company have rejected our requests in relation to our Band 5 to 8 Staff over Sunday working on stations. I have been instructed to arrange a meeting between the NEC and our national representatives to discuss the latest developments in our working groups that emerged as part of this pay agreement and this has been arranged for Wednesday 22nd January 2019. The NEC will consider these matters further once the meeting has taken place.
