RATES OF PAY & CONDITIONS OF SERVICE 2023 – TRANSPORT FOR LONDON
In April 2023, Transport for London imposed a 4.4% increase to rates of pay but did agree to discuss the matter should LUL staff receive a significantly better offer. Now RMT has secured a deal for LUL members, TfL has offered a broadly similar offer for you and your colleagues. The details of the additional offer are as follows:
- That existing TfL pay ranges effective 1st April 2023 – 31st March 2024 will remain unchanged
- An additional 0.6% of salary (based on 31st March 2023 salary) plus £1000 for all employees in the collective bargaining group, if eligible for the 2023 pay award in line with the business rules, will be fully consolidated into base pay, including where this exceeds the maximum of the published 2023 pay ranges
- For those whose full time equivalent (FTE) salary was £30,125 or below as at 31st March 2023, an additional minimum increase of £230 will be consolidated into pay
- For those whose FTE salary is below £35,000 as at 31st March 2023 will also receive an additional consolidated £400 payment
- For those whose FTE salary is between £35,000 to £40,000 inclusive as at 31st March 2023 will receive an additional consolidated £200 payment
- For those on spot salaries (former Surface Transport operational roles), all increases will be consolidated onto spot salary – so all employees in those grades will receive the increased salary
- Any additional increases will be effective from 1st April 2023 and eligibility will be determined as per the business rules so joiners/promotions after 31st December 2022 will not be eligible – so only those who received a base pay adjustment as part of the 2023 pay deal and are employed at the agreement date of 15th March 2024 would be eligible
- Additional Travel Benefits – a project team will be set up to review viability with the external stakeholders, associated costs and affordability. This will be discussed as part of the 2024 pay talks with the aim of introducing additional benefits by April 2025
- Electric Vehicle Salary Sacrifice (EVSSS) – a commitment to introduce by the end of 2024/25
- London Transport Museum CSAs and Graduates and Apprentices are subject to separate pay frameworks and their pay is managed differently. Therefore, any additional awards will not include the 0.6% increase, however, the additional amounts will be paid as non-consolidated, one-off lump sum amounts, where eligible.
Your Lead Officer has consulted with members and submitted a report to the National Executive Committee, which has taken the decision to advise the Company of our acceptance of the offer. I have asked that the increase is paid at the earliest opportunity.
Going forward, RMT continues to seek to include all members, including graduate trainees and apprentices within our pay negotiations and also to address the issue of pay bands for future pay submissions.
