REORGANISATION & REDUNDANCY, TRACK RENEWALS SERVICES (SUPPLY CHAIN OPERATIONS) HIGH OUTPUT — NETWORK RAIL ROUTE SERVICES

Our Ref: BR4/15/4

11th April 2024

Dear RMT Member,

REORGANISATION & REDUNDANCY, TRACK RENEWALS SERVICES (SUPPLY CHAIN OPERATIONS) HIGH OUTPUT — NETWORK RAIL ROUTE SERVICES

Please note that we met the company on the 4th of April to be consulted on the above.

We reached an agreement that the company should apply the same arrangements for placement and severance as those under the terms of the no-compulsory-redundancy agreement used for Modernising Maintenance, with a slight amendment to account for the prevalence of Home-Start within the affected grade groups.

The company will open expressions of interest in Voluntary Severance to the entirety of the Supply Chain Operations organisation once we have completed Ghost Banding.

Ghost Banding is the process by which we identify the closest equivalent standard grades within Network Rail to those in Track Renewal Services and in the scope of redundancy, which are non-standard. This is so that suitable alternative roles can be identified for displaced staff to take up.

We also requested a travel ration be applied to staff that are displaced and take up roles with exceptional travel time. We suggested PDTA terms per the IMC25 contract, which is the company's preferred Maintenance contract.

The company also agreed to confirm arrangements for ‘Used to Best Advantage’ (UBA) to both management and staff. These arrangements are that staff should be used to best advantage to minimise contractor dependency, but only be allocated to duties for which they are competent, capable, and experienced to undertake.

At our request, the company will present a training and development package for our consideration at our next consultation meeting.

We also raised the issue of equal treatment of domestic and non-domiciled staff. There are no alternative arrangements proposed by management for non-domiciled staff at this time.

A further mass meeting will be held on the 17th of April in York for members to be updated and to have any questions answered by your representatives. The details of the meeting are:

Location: The Holiday Inn, Tadcaster Road, York

Date: Wednesday 17th April 2024

Time: 10:00-13:00

Please make every effort to attend this meeting, and I will keep members advised of further developments.

Yours sincerely
